Use of permits
Permits issued by the One Stop Service on behalf of Brent Housing Partnership only entitle residents or visitors to park on the estate. Permits do not entitle anyone to park on the street or in any other controlled parking zone. Permits can also only be used on your own estate and can not be used to park on any of the other Brent estates.
Visitors' permits are strictly for use by visitors. Any vehicle using a visitor's permit continuously for a long period of time will be reported to BHP and investigated.
Residents are not entitled to use visitors' permits on untaxed vehicles. Any vehicle that is parked on the estate and not legally taxed will be treated as an abandoned vehicle by Highways and Emergencies and removed and destroyed if not taxed within the required period of time. It is the responsibility of residents to ensure visitors do not display visitors' permits on untaxed vehicles.
If any resident is found using a visitor's permit on his/her own car without prior arrangement, all permits issued to the resident will be declared invalid and further use of these permits will result in the vehicle being clamped.
If any resident is found cutting or vandalising a clamp all permits issued to the resident will be declared invalid and further use of these permits will result in the vehicle being clamped. The clamping company are entitled to press criminal charges against any person found damaging a clamp.
Any permits passed on, sold, forged or duplicated will mean all permits held by said person responsible for such action will immediately become invalid and would therefore result in the vehicle being clamped.
Permits have to be displayed clearly on the dash board or the windscreen of the car. Any car displaying a permit on the seat will be clamped. Permits have to be in clear view and display all information i.e. expiry date.
Upon arriving on site the clamping company will wait 15 minutes before clamping any vehicle. This allows any visitors to collect a visitor's permit from a resident if necessary.
It is the responsibility of residents to ensure that any contractors / workmen that are not sent by the council are supplied with a visitors permit to park on the estate. This permit has to be displayed in the windscreen of the contractor vehicle within 15 minutes of them arriving on the estate. Vehicle displaying a notice on the windscreen will still be clamped.
All Residents are entitled to one resident (issued to car owners only) and one visitor's permit. Permits are issued for free.
The expiry date for the resident permits will be linked to the expiry date of the road tax on the vehicle. Permits will be valid for 7 days after the expiry date to allow residents time to renew the road tax and supply the necessary documentation to the One Stop Service.
Obtaining parking permits for the first time / at the start of a new scheme
Obtaining a resident and visitors permit
To be able to obtain a permit residents need to visit any of the One Stop local offices in Brent.
To issue the resident permit for the first time / at the start of a scheme you will need to take copies of the following documentation:
- copy of personal Identification i.e. driving license
- copy of the vehicle registration document (the car must be registered to the resident's address and to someone entitled to live there.)
- copy of the valid road tax disk (for the registered vehicle). No permits are to be issued to vehicles with no road tax.
- copy of proof of residence (i.e. gas bill).

Tenants can not be issued with permits without supplying the necessary documentation.
Obtaining a visitors permit only
To issue the visitor's permit for the first time / at the start of a scheme residents will need to visit a One Stop local office in Brent and take along copies of the following documentation:
- copy of personal identification
- copy of proof of residence.
Please note - Any resident applying for a resident permit only needs to take the required documents for the resident permit. A visitor's permit will automatically be given with the resident permit when applying for the first time.
Renewing parking permits
It is the responsibility of the resident to renew the resident permit. Upon renewal the resident needs to visit a One Stop local office and take a copy of the new road tax disk to them. It is not necessary to take any other documentation upon renewal providing that the vehicle remains the same. Please note - We will not send reminders to residents to renew their resident permits.
All visitors' permits expire at the end of September of each year. Visitors' permits will be renewed and sent by BHP to residents before the expiry date on the permit. It is not necessary for residents to apply for renewed visitors permits. Renewed permits will only be sent to residents that applied for visitors' permits at the start of the scheme.
General information on obtaining permits
Owning more than one vehicle per household
If any of the tenants own more than one vehicle they can be issued with multiple resident permits providing all the vehicles are registered to the said address and to the tenant or someone entitled to live in the property. Upon applying for the permits residents need to take the relevant documentation of all the vehicles owned by the resident to a One Stop local office to enable them to issue multiple permits.
Company vehicles
If any resident or leaseholder make use of a company vehicle that is parked on the estate after hours you need a letter from the said company and inform a One Stop local office stating that the resident uses the vehicle after hours. The One Stop local office will also need a copy of the road tax of the vehicle.
Leaseholders subletting a property
Leaseholders living at the property can follow the above procedure to obtain a permit. Any leaseholders that are renting a property to a third party are entitled to a visitors permit. Please contact the One Stop Service on 020 8937 1200 to arrange. It is the responsibility of the leaseholder to inform his / her tenant of the implementation of the scheme as well as the procedure for obtaining permits.
Additional visitor's permits
If anyone needs one extra visitors permit they need to request them direct to the One Stop Service stating the reasons why the extra permits are needed.
Extra visitors' permits need to be approved by the One Stop Service before they can be issued.
Permits for doctors / care workers
If anyone needs permits for care workers or nurses you need to give the One Stop Service the contact details to these care workers or doctors. You will need to contact them directly to arrange for a permit as all medical personnel working on the estate will be issued with a contractors permit.
Courtesy cars / rental cars
Temporary permits can be arranged for these vehicles. Please call the One Stop Service on 020 8937 1200 to arrange.
Lost / damaged permits
Please report any lost or damaged permits to the One Stop Service immediately. These permits will be declared invalid. Once a permit has been declared invalid any further use of such a permit will result in the vehicle being clamped. Lost or damaged permits can be replaced by visiting a One Stop local office.
Renting a garage on an estate that has the scheme implemented
If you rent a garage on any of the above mentioned estates, and you are not a resident or leaseholder on the estate you will not be entitled to a parking permit.
