Parking permits on housing estates in South Kilburn
Use of permits
Permits issued by our office only entitle residents or visitors to park on the estate. Permits do not entitle anyone to park on the street or in any other controlled parking zone. Permits can also only be used on your own estate and can not be used to park on any of the other Brent estates.
Visitors' permits are strictly for use by visitors. Any vehicle using a visitor's permit continuously for a long period of time will be reported to BHP and investigated.
Residents are not entitled to use visitors' permits on untaxed vehicles. Any vehicle that is parked on the estate and not legally taxed will be treated as an abandoned vehicle by Highways and Emergencies and removed and destroyed if not taxed within the required period of time. It is the responsibility of residents to ensure visitors do not display visitors' permits on untaxed vehicles.
If any resident is found using a visitor's permit on his/her own car without prior arrangement, all permits issued to the resident will be declared invalid and further use of these permits will result in the vehicle being clamped.
If any resident is found cutting or vandalising a clamp all permits issued to the resident will be declared invalid and further use of these permits will result in the vehicle being clamped. The clamping company are entitled to press criminal charges against any person found damaging a clamp.
Any permits passed on, sold, forged or duplicated will mean all permits held by said person responsible for such action will immediately become invalid and would therefore result in the vehicle being clamped.
Permits have to be displayed clearly on the dash board or the windscreen of the car. Any car displaying a permit on the seat will be clamped. Permits have to be in clear view and display all information i.e. expiry date.
Upon arriving on site the clamping company will wait 15 minutes before clamping any vehicle. This allows any visitors to collect a visitor's permit from a resident if necessary.
It is the responsibility of residents to ensure that any contractors / workmen that are not sent by the council are supplied with a visitors permit to park on the estate. This permit has to be displayed in the windscreen of the contractor vehicle within 15 minutes of them arriving on the estate. Vehicle displaying a notice on the windscreen will still be clamped.
All Residents are entitled to one visitors permit per household.
The expiry date for the resident permits will be linked to the expiry date of the road tax on the vehicle. Permits will be valid for 7 days after the expiry date to allow residents time to renew the road tax and provide the necessary documentation.
Obtaining parking permits for the first time / at the start of a new scheme
Obtaining a resident and visitors permit
To apply for a South Kilburn resident's parking permit residents need to visit the South Kilburn area housing office and provide originals of the following documents:
- Driving licence (with the relevant address in South Kilburn)
- Vehicle registration document or log book (registered to the relevant address)
- Valid road tax.
To apply for a visitors permit residents need to attend the South Kilburn area housing office with proof that they are the tenants.
Visitor permits are issued at South Kilburn as there is a Housing Officer every other Monday to issue these permits between 9am-1pm, this is done during the Tenancy Surgery.

Renewing parking permits
It is the responsibility of the residents to renew their permits. All the relevant documents mentioned above must be provided each time a permit is renewed.
Please note - We will not send reminders to residents to renew their permits.
Visitor permits will only be renewed on a Monday between 9am and 1pm.
Owning more than one vehicle per household
If any households own more than one vehicle they can be issued with multiple resident permits providing all the vehicles are registered to the said address and to the tenant or someone entitled to live in the property. All three documents above must be provided for each vehicle.
Company vehicles
If any residents or leaseholders make use of a company vehicle that is parked on the estate a letter from the said company stating that the resident is the authorised user of the vehicle is required.
Leaseholders subletting a property
Leaseholders living at the property can follow the above procedure to obtain a permit. Any leaseholders that are renting a property to a third party are entitled to a visitors permit. It is the responsibility of the leaseholder to inform his / her tenant of the implementation of the scheme as well as the procedure for obtaining permits.

Lost permits

Blue Badges for disabled drivers and passengers
With increasing levels of cars parking in the Borough's streets, many residents experience difficulty parking close to their homes.
Whilst all drivers can suffer inconvenience at times, disabled drivers are more seriously affected. In recognising the special needs of disabled drivers, Brent Council has developed a number of measures that can assist those that suffer most from mobility problems.
Blue badges are available to applicants and entitle the holder to park in specially designated parking places in this borough.
Where no parking spaces are available, holders may also park in streets controlled by waiting restrictions (yellow lines) subject to restrictions outlined in the 'Parking in London: Information for Blue Badge Holders' which is published by the Transport Committee for London.
